As the founder of Compliance, Title IX, and Equity Investigations (CIXE, pronounced “six”), he specializes in Title IX and Title VII, providing comprehensive training, consulting, and investigative services. Over the past eight years, Jeff has built a strong reputation in the field, serving as a Civil Rights Investigator, Deputy Title IX Coordinator, Title IX Coordinator, and Director of Civil Rights Compliance. His work is rooted in a commitment to fostering equitable environments and ensuring that federal and state regulations are upheld across educational and workplace settings.

Jeff’s dedication to civil rights was shaped by his upbringing in southern California, where he and his two older sisters, Dana and Denise, were raised by their single mother, Patricia. A first-generation college graduate, Jeff earned his degree from California State University, Chico (Chico State). His time at Chico State not only prepared him for a distinguished career in compliance and civil rights but also marked the beginning of his life with Melissa, his future wife. The couple recently celebrated 22 years of marriage, a journey marked by resilience, shared values, and a commitment to building a strong family foundation.

At home, Jeff and Melissa enjoy a busy life with their two daughters, Bella and Dani, who are currently studying at Auburn University. The family’s love for animals is evident in their household, which includes three dogs—Lily, Buster, and Posty—and a cat named Kitty. Jeff’s personal experiences and professional dedication intersect in his advocacy for fair practices, as he continues to lead CIXE with a focus on integrity, expertise, and a genuine passion for civil rights compliance.
